I love using themes, such as the ones found here. What is the program used to create them. I have searched the FAQ and forums for the answer and wasn't able to find it. Please forgive me if it is listed somewhere. I am, after all,only human and tried my best to locate before posting.

Most for XP are made using TGT Soft's styleBuilder which you can find here. Any in the Windowblinds category were made using Stardock's SkinStudio over here. Both are commercial but should have a 30 day trial period.
